How to navigate export rules, certificates of origin and documentation

When exporting goods from Australia, your paperwork is just as important as your product.
Understanding the rules that govern where your goods are from – and having the right documentation to prove it – is essential to ensure a smooth customs clearance, meet buyer requirements and take advantage of trade agreements. 

Here’s what exporters need to know about rules of origin, certificates of origin and export documentation – and how to get it right.

What are rules of origin? 

Rules of origin determine the nationality of a product – i.e. where it was made – for the purposes of applying tariffs and trade policies. They’re especially important when you want to qualify for reduced tariffs under free trade agreements (FTAs). 

There are two main ways your product may qualify: 

  • Wholly obtained: Goods that are entirely grown, produced or manufactured in one country (e.g. Australian wool). 
  • Substantially transformed: Goods made using imported inputs, but where the final product has been sufficiently altered in Australia (based on criteria such as Regional Value Content (RVC) or a change in tariff classification). 

What is a certificate of origin – and do you need one? 

A certificate of origin (COO) is an official document that certifies the country where your goods were manufactured or produced. It’s used by overseas customs authorities to determine whether your goods are eligible for preferential tariffs or to meet import requirements. 

There are two types: 

  • Preferential COOs: Used to claim tariff benefits under FTAs. 
  • Non-preferential COOs: Often required by customs authorities in countries with no FTA or by the buyer. 

Some countries require a COO even when it’s not needed to claim tariff benefits, so it’s important to check the destination country’s import rules. 

How to apply for a certificate of origin 

CCIWA is authorised to issue both preferential and non-preferential certificates of origin. Here's how to get started: 

  1. Contact CCIWA’s Trade Documentation Services for an exporter registration form(s) and COO template. Note: each type of COO needs its own registration form.
  2. Prepare the COO, along with supporting documents like your commercial invoice, packing list and bill of lading or air waybill.
  3. Submit your application online via essCert or CertConnect, or email [email protected]. In-person submission or hard copy collection can be done at CCIWA’s International Trade Counter – 5/235 St Georges Terrace, Perth.
  4. Receive your approved COO. CCIWA’s standard processing time is 2-3 hours, depending on staff availability.

Export documentation checklist 

Getting your documents in order helps avoid costly delays and rejections at customs. While requirements vary by destination, common export documents include: 

  • Certificate of origin 
  • Commercial invoice 
  • Packing list 
  • Bill of lading or air waybill 
  • Export declaration (via the Integrated Cargo System) 
  • Import licence or permit/s (where applicable) 
  • Insurance certificate 

Accuracy is critical. Discrepancies between your documents can result in penalties or goods being held at the border. 

FAQs 

How do I know if my product qualifies for FTA benefits? 

To qualify for tariff reductions, your goods must meet the rules of origin under the relevant free trade agreement (FTA). You can check product-specific rules on the DFAT FTA Portal or speak to CCIWA’s trade experts. 

How do I determine the origin of my product? 

The origin depends on whether your goods are wholly obtained in Australia or have been substantially transformed here. You may need to calculate value-added content or meet other criteria under your target FTA. 

Do I need a certificate of origin for every country I export to? 

Not necessarily. Some countries require it for customs clearance or to access FTA benefits, while others accept self-certification. Always confirm the requirements for your destination market. 

Can I claim FTA benefits without a certificate of origin? 

Some FTAs allow self-certification, but most require a COO issued by an authorised body like CCIWA. Check the FTA terms and your importer’s requirements. 

What happens if my export documentation is incomplete or incorrect? 

Mistakes or missing documents can lead to delays, rejected shipments, or penalties. Accurate documentation is essential to ensure smooth clearance and maintain compliance. 

Who can issue a certificate of origin in Australia? 

CCIWA and other authorised bodies can issue certificates of origin on behalf of the Australian Government, both for preferential and non-preferential purposes.
