Safety Representatives Refresher

Course Description

This refresher course is designed for elected and trained Health and Safety Representatives (HSRs) under the Work Health and Safety Act 2020 (WA). HSRs play a legislated role in representing workers in health and safety matters, facilitating consultation between workers and the PCBU, and monitoring measures taken to eliminate or minimise risks to health and safety.

This course supports HSRs to maintain the knowledge and skills required to effectively exercise their powers and perform their functions under the WHS Act and Regulations. Under the WHS Act, HSRs are entitled to attend an approved refresher course each year after completing the initial 5-day training. Regular refresher training ensures HSRs remain confident and current in applying their statutory powers and fulfilling their representative duties.

Learning outcomes

Upon completion of this course participants will be able to:

  • Explain the key functions and powers of an HSR under the WHS Act 2020 (WA).
  • Describe the duty holder framework, including the roles of PCBUs, officers, workers and other persons.
  • Apply consultation and issue resolution processes within their work group.
  • Monitor risk management processes, including the identification of hazards and review of control measures.
  • Conduct workplace inspections in accordance with legislative requirements.
  • Exercise HSR powers appropriately, including:
    • Requesting the establishment of a Health and Safety Committee
    • Issuing a Provisional Improvement Notice (PIN)
    • Directing unsafe work to cease (where legislative criteria are met)
  • Understand the role of WorkSafe WA inspectors and how HSRs interact with regulators.
  • Promote positive safety culture and effective worker representation within the workplace.
